I am writing in response to your email of 21 April 2016.  I will respond
to your questions below.

 

1.  Please provide the exact number of staff recruited in September 2015
and the job titles of recruits. 

 

There were 49 new staff recruited in September 2015.  Job titles can be
seen as part of the information provided in response to questions 2 and 3.

 

2.  Please provide a breakdown to show the number of September recruits
[in WTE] and their job titles.

3. Please provide the number of September recruits [in WTE] who have left,
or have made a formal request to leave, the PHSO.

Please find the information in the attached table.  Each unit in the table
represents an individual working full-time hours (working or full-time
equivalent).

 

4.  I require information on he the most productive September recruit. 
Specifically, I mean the one who has not upheld the most cases.  Provide
details of the number of cases he or she has not upheld and upheld. 

 

Your question refers only to PHSO recruits who carry out investigations. 
The investigator who resolved the most investigations in the business year
2015/16 closed 41 investigations.  20 of these were not upheld.

The figure of 15 seems quite high when expressed as a percentage - 31%.

Thanks for the link, phsothefacts. It's good that these six whistleblowers have chosen to speak out.

'Hundreds of new investigations carried out by the NHS ombudsman are “relabelled” assessments and being carried out by staff who face “unachievable” targets in a “toxic environment”, according to six whistleblowers who have spoken to HSJ.'

The figure of 31% is what it was for the year 2016/17 for the PHSO as a whole:

"Staff turnover

Staff turnover was 31% in 2016-17; higher than that in 2015-16 of 23%. This is also higher than the public sector benchmark of 14%. If we exclude those that left on voluntary exit or who were employed on fixed term contracts, our staff turnover reduces to 14%. " p60
