Langfields - MEAS recommendations

Dear Wirral Metropolitan Borough Council,

on 3 February 2009, MEAS recommended to Council that
a)Hoylake Langfields meets SBI designation criteria and would be defendable.
b)The current SBI criteria would benefit from review to provide enhanced clarity on features that would merit designation.

What, please,
1)has caused the delay in making the Langfields a SBI,
2)what deliberations the recommendations have received in Cabinet or any of its sub-committees (e-links will suffice).

In the absence of any Committee / Cabinet documents, please release any documents that have been circulated amongst Officials (redaction of names is acceptable).

Thank you for your recent Freedom of Information request.  The Council’s
response to your enquiry is set out below.

 

1)what has caused the delay in making the Langfields a SBI?

 

There is no overriding timetable associated with this issue and a decision
regarding Langfields will be taken at the most appropriate time, in
consultation with all relevant stakeholders. In the absence of an agreed
timeframe, 

the Council does not recognise the reference to a delay.

 

2) what deliberations the recommendations have received in Cabinet or any
of its sub-committees (e-links will suffice).

 

No recorded information held

 

In the absence of any Committee / Cabinet documents, please release any
documents that have been circulated amongst Officials (redaction of names
is acceptable).

 

None – no documents concerning deliberations about ‘delays’ have been
circulated amongst Officials.

Dear Wirral Metropolitan Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Langfields - MEAS recommendations' because my request has not received an appropriate response.

Council kept secret for four years the MEAS recommendation that Langfields should be an SBI, which a reasonable person would regard a "delaying tactic."

The recommendation has been in the public domain since 18 Decemeber 2015 and the recommendation has not yet been agreed or accepted, which a reasonable person would regard a "delay."

Given the relevance of an SBI on Langfields to the Hoylake Golf Resoryt, its lack of consideration and timetable would be regarded a "delaying tactic" by a reasonable person.

A reasonable person would regard no deliberation by Cabinet on this matter, a "delaying tactic."

My request was not to seek Committee / Cabinet documents concerning deliberations about ‘delays’.

My request was to seek any documents (with names redacted, if required by Council) that have been circulated amongst Officials about the MEAS recommendation that Langfields should be a SBI (as per my FoIA request 1 Decemeber 2015 at

and those documents were not supplied. I shall be grateful for release of these documents.

As the reviewing officer I have revisited your request and Council’s
original response. 

 

I am satisfied upon review that there is no further recorded information
currently held by the Council or published within any Council document in
relation to these matters.  As there has been no overriding timetable
associated with this issue, the Council does not recognise the reference
to a ‘delay’ and is unable to assist any further with your enquiry.
