I’m writing in response to your emails dated 22 September 2020, requesting
for information about works that our contractors Lanes, were doing in Mill
Street between 31 August and 21 September 2020, and also about information
on the sewer and storm drains in Mill Street. 

Works in Mill Street 

I’ve checked our records, and I can confirm that we attended to a
report of a smell issue in the area. Upon investigations, a camera survey
was carried out and this showed that the sewer line had a build-up of
scale, fat and grease. A line clean was then carried out by jetting the
sewer drains, which was then left free flowing. 

Properties/buildings that are connected to Mill Street sewer system 

In your email you also mentioned that on 18 August 2020, our Field
Operations Specialist, Dave Stickland, mentioned that the sewer and storm
drains at the crossroad in Mill Street is rather unconventional
and you would like to know what he meant by this. Dave is currently on
annual leave and we will get back to you on that, once he is back in the
office. 

I’ve also emailed our relevant team to make enquiries about your
comment on Thames Water serving more developments than what we have on our
records.

I’m writing further to my email dated 1 October 2020. 

Our team have made enquiries with our Field Operations Specialist, Dave
Stickland, and he has informed us that he does not recall making the
comment, of the sewers and storm drains being rather unconventional. He
has however advised there is a lot of flows and they’ve identified 6
private Sewage Pumping Stations, into the network.  

I’ve also heard back from our team regarding your comment on Thames Water
serving more developments than what we have on our records. Please find
their response as follows: 

At this location operations have been investigating odour complaints with
lift and looks and CCTV with a line clean planned in to help resolve the
issue. On inspection they found several pumped connections which were not
ideally configurated into a chamber which were historic but not causing
any operational issues 

Inspections are carried out on new connections and we have brought daily
water consumption rates for dwellings in line with the Part G of the
Building Regulations (2015) and are using the OS Census (2011) on a Local
Authority level to assess local household population. This allows us to
provide a more realistic assessment of the potential impact of any new
development on our sewer networks in order to manage growth fairly and
efficiently for our new and existing customers. We propose that the
network and process capacity be assessed on a strategic level to include
all the confirmed growth and future growth sites in the catchment.   

This will enable us to manage the catchment as efficiently as possible
with network records continuously updated into our digital data base
inspecting our asset when any issues are reported.

Thanks for you initial reply and for answering my phone call.

Following our conversation, would it be possible to find our the figure/number (household population) used during the assessment of a new sewer connection to the Mill Street sewer, please? I believe, as per your email, this will be based on the OS Census (2011), and the Thames Water planning team will use this figure to check the current free capacity of the sewer running along Mill Street (OX2 0AL/OX2 0AJ).

I’ve now heard back from our team regarding your further questions on the
census. Please find their response as follows: 

The previous census in 2011 advises us on the base population, on which we
add known growth to assess the ability of Oxford Sewage Treatment Works,
to treat flows effectively at a strategic level. This wider system
includes Oxford, South Oxford, Cherwell and areas of the Vale of White
Horse, with the next census to be updated March 2021. Over the intervening
period we monitor growth across the catchment, via the planning process to
ensure we continue to deliver a robust treatment process. 

All catchments are different, so we utilise a desktop assessment tool to
assess the impact of new developments to the network, including
consideration of reported hydraulic flooding, pollutions, surrounding
growth. The tool assesses this along with the levels and diameter of the
asset where the development is proposing to connect. This assessment
showed that the new development would not have a detrimental impact on the
system. 

At present we are completing further investigations in the area to ensure
our foul sewers are managed affectively in terms of their serviceability.
