Dear Enquirer,

FREEDOM OF INFORMATION ACT REQUEST

I refer to your Freedom of Information request in relation to Landlord who
calls themselves HFT.

Right of Access

Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.

(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and

(b) if that is the case, to have that information communicated to him.

The right is to obtain access to the information itself and not to the
document or record which contains it.

The Act creates a general right of access to information held by public
authorities subject to various exemptions.

Northumberland County Council confirms that it holds the information you
have requested, please see the following information in response.

You asked “Can you tell me exactly what support is given to a assisted
living landlord who call themselves HFT”, and added that you were
interested in accommodation which they provide in Ponteland.

We can confirm that we do hold information about support provided to
services in Ponteland operated by HFT offering accommodation with care.
HFT describes itself on its website ([1]www.hft.org.uk) as a national
charity providing services for people with learning disabilities.  The
supported living services managed from their Newcastle office are rated by
the Care Quality Commission as “Good” – their most recent inspection
report is available on the internet
at [2]www.cqc.org.uk/location/1-3561384172.

The Council funds care and support for a small number of people living in
supported living schemes in Ponteland.  Because of the small number of
people involved, we are not able to provide detailed information about
this, because doing so might affect those people’s right to
confidentiality about their personal information.

People living in supported living schemes may also receive financial
support with their rent from the Council, if they are eligible for Housing
Benefit.  The Council holds information which would reveal whether or not
it is paying Housing Benefit for people in HFT schemes in Ponteland, and
if so how much benefit they are receiving.  However disclosing this
information might also affect those people’s right to confidentiality.
