When searching through the Government Property Finder service, I have come across the surplus land at 45 ARNESBY AVENUE SALE (25892) in Trafford District (B). I understand the land is held by DFT - HIGHWAYS ENGLAND (PENDING USE).

At the moment, the status of the land is "on the market", however, I have found no contact or any information regarding the sale of the land.

We are a small partnership of developer / investors and we are looking to contribute to the housing shortage by providing affordable housing in the area. In order to do so, we need your support and we would appreciate if you can provide information on the sale of the land.

Crichel Down Rules

 

Properties held by Highways England have usually been purchased for an
improvement to the trunk road and motorway network using compulsory powers
or under the Blight provisions of the Town and Country Planning Act. This
means that we have to consider the Crichel Down Rules.  All our surplus
property is subject to an assessment under these Rules. This means we have
to consider offering it back to the former owner or their successor. It
will only be sold by other means if the rules don’t apply, or if the
former owner does not wish to re-purchase the property. This means that if
negotiations with the former owner are successful, the property will not

Residential Property

 

In certain circumstances Highways England offers its residential tenants
an opportunity to buy the property they are renting. If the house is empty
or the tenant is not interested or successful in buying the property and
it is suitable for social housing, we may offer it for sale to the local
housing authority or a social housing provider. 

 

Special Purchaser

 

If our professional valuers advise us that there may be a special
purchaser who would be prepared to pay more than could otherwise be
obtained we may negotiate directly with them.  This is usually adjoining
owners or developers.

 

Open Market Sales

 

If the property has not been sold to the former owner, tenant, local
housing authority, social housing provider or special purchaser the
property is usually advertised for sale publically through our contracted
Estate Agents or via an auction.  It is at this stage the property becomes
available to the general public.

 

Disposal Programme

 

All of our sales are prioritised and we may not be able to give you an
immediate indication about when the property will become available for
sale.  Please advise us if you wish us to record your interest in
acquiring the property so that we may let you know if it becomes available
for sale.

 

Managing Public Money

 

Sales are always at Market Value and have to comply with the instructions

Following your email to our information line  3/6/2015 11:22, regarding a
property known as 45 Arnesby Ave, I can confirm that this property will be
disposed of this year.

 

For your information, the Government requires any property that is
declared surplus to requirements, to be disposed of. This can (where
applicable) be undertaken via Crichel Down Rules (offered to previous
owner or benefactor) or directly for sale on the open market/auction or in
certain circumstances by special purchaser. Any method of sale is
undertaken following an independent valuation to achieve the current
market value. Should a property be identified as available to the open
market, a national managing agent (Savills incorporating Smiths Gore) has
been assigned to undertake sales. They may also arrange for a property to
be sold through other agents or auction as they see fit.

 

We manage a portfolio of properties that are entered into an annual sales
programme. Before this can be achieved, each property must be scrutinised
and appropriate governance undertaken. This is the stage that 45 Arnesby
Ave is at. There are also a number of other properties in the immediate
area that I am reviewing. Please contact me to discuss further. If you can

Agent so that you may be contacted.
