Land contamination report
Site at the Crowell Street, Brighton, BN2 9XN (Brighton & Hove City Council)
We are currently undertaking a Phase 1 Environmental Assessment of the site known as Crowell Street, Brighton, BN2 9XN (site location shown on attached plan). As part of this assessment, we would be grateful if you could supply us with any information you may have with regards to the following:
· Are there any environmental issues associated with the above named site? We are specifically interested in anything that could have led to contamination of soil or groundwater either beneath the site or within a 250m radius?
· Have there been any soil or groundwater remedial works carried out at the site or within 250m of the site?
· Are there any records of de-regulated (i.e. <20m³/day) water supplies within a 500m radius of the site?
· Could you confirm the Aquifer status of the geological units beneath the site?

There appears to be an electricity substation on/adjacent to the site which could have resulted in some localised land contamination. Similarly, the uses of the garages could have resulted in petrol/diesel spillages etc. Otherwise, the site has not been prioritised for further inspection as per Part IIA of the Environmental Protection Act 1990.
Other sites that are close and which have been prioritised for further inspection include:
13 Cromwell St (10m SW), Coal & Coke Merchants, Kelly’s 1938, Cat C for further investigation;
14 Cromwell St (25m SW), J Ceaplen & Son Coal & Coke Merchants, Kelly's 1938, Cat C;
2 Cromwell St, (13m W) J Bayldon, Coal & Coke Merchants, Pikes 1902, Cat C
2 Cromwell St, (13m W) G Duke, Coal & Coke Merchants, Pikes 1908-14, Cat C
188 Elm Grove, (15m NW) Turrall's Express Vallet Service, Kelly's 1949, Cat B
There are approximately 3000 prioritised sites in Brighton and Hove ranging from Cat A, the highest to Cat E the lowest. There are approximately 3 As, and a 1000Bs. Therefore, it is not possible to state when the above sites will be investigated further under Part IIA.
Have there been any soil or groundwater remedial works carried out at the site or within 250m of the site?
There are no known remedial works for the site itself. Regarding all sites within a 250m radius of the site, it is not possible to answer this question due to the large number of addresses that such a radius contains. Sites which may have had remedial works would have undertaken such work through the planning system. Such sites are not kept on a separate list and finding this information for such sites would take an extremely large amount of time. Additionally, the enquirers themselves can effectively undertake this search without resorting to FOI by searching the planning register on Brighton and Hove City Council’s website. This will list development sites in the required radius which will have had a contaminated land condition attached. Any contaminated land reports should be attached to such plans.
However, if the enquirers provide an address or a reasonable number of addresses where they suspect ground / remediation works may have occurred the Council could then check their database to see if any works have been undertaken.
Are there any records of de-regulated (i.e. <20m³/day) water supplies within a 500m radius of the site?
This is information that will be held by the Environment Agency.
Could you confirm the Aquifer status of the geological units beneath the site?
Please check with the Environment Agency who protect ground water supplies.
