Lancashire Contrabulary's interest in Facial Recognition Technology

Dear Lancashire Constabulary,

A Freedom of Information request response from Leicestershire Police cites your force as showing an interest in Leicestershire Police’s facial recognition system they use, NeoFace.

Under the Freedom of Information Act please could you supply the following information:

1) Please could you advice is the force is planning to use facial recognition (FR) technology.

2) If the answer to Q1 is yes, please answer i) – vi)

i) Please advise in what capacity FR will be deployed.
ii) Which companies are you considering/are supplying the FR technology?
iii) How much is the FR project costing?
iv) Please provide any privacy impact assessments done with regards to using FR.
v) Please advise if any public or private consultancy has happened or is planned to happen. Please supply copies.
vi) Please advise if you have taken any advice from external bodies and what advice was sought and given. i.e, the Home Office, Biometrics Commissioner, the Information Commissioner’s Office, etc.

3) If the answer to Q1 is no, please advise the reasons why.

Some parts of this request may be easier to answer than others and in such case please could you release available data as soon as possible rather than delay the entire request.

If you are not fully certain of what it is I am asking then I look forward to contact from you as soon as possible to clarify what it is I am requesting in order to meet your obligations under the law.

If the costs of processing this request exceed the limit in the Act, please advise on what information you are able to supply within the cost limit.

Dear Information assurance unit,

Thank you for your reply. Please could you clarify if "ACC Bates" is Assistant Chief Constable Bates and detail how the project is "sponsored" by him. It could be presumed from your reply that he is personally paying for the trial. I am unclear on this. Please could you clarify?

Further to your email below, I can confirm that "ACC Bates" is Assistant Chief Constable Bates, and that he is the Force Lead for this project.

As it is still in the trial phase, there has been no cost to the Force at this time.
