Dear Lambeth Borough Council,
I previously made this request re "Lambeth Council's (i) Road Safety Audit/s & (ii) traffic management/road safety measures (excl LTNs) in Streatham" - for the period 1.1.2020 to date - and now wish to make the same enquiry for the preceding 5 yrs. ie: between 1.1.2015. to 31.12.2019.

The context for my follow-up Question:
Given that Lambeth Council introduced two Low Traffic Neighbourhoods (LTNs) to Streatham - it is reasonable for residents such as myself to question whether the Council had tried *any other measures* prior to their broad impact LTN schemes - to address specific individual traffic management and road safety around Streatham (on the roads for which they are responsible for managing). ie: before the introduction of two Streatham LTNs was considered necessary.

The response from Lambeth below, shows that (apart from a raised table/zebra crossing outside Dunraven school in St Leonards Rd) - there were *no interventions by Lambeth Council in Streatham* to appraise, or address, road safety or traffic management in Streatham from 1.1.2020. prior to their (borough-wide) implementation of LTNs.

As the highway authority for most of Lambeth’s roads (TfL being the authority for the main Red Route strategic network) - it's the responsibility of Lambeth Council to monitor, appraise and implement road safety improvements and traffic calming measures throughout the borough. I would therefore like to know whether these took place in the years *preceding* my previous enquiry. Essentially - did Lambeth Council address residents' concerns re safety, speeding, traffic volume etc - at all - and if so how, prior to introducing two LTN's to Streatham.

The following F.O.I. Q requests details of any such individual appraisals, audits, measures etc - and the prioritisation of these measures - in the area of Streatham between 1.1.2015. and 31.12.2019. Thank you in advance, for your further response to my enquiries.

QUESTION 1. Please provide details of any Lambeth Council, or external organisation’s Road Safety Audit/s or reports - used by Lambeth Council to appraise, prioritise and manage road safety improvements and traffic calming measures - for the area of Streatham, between 1.1.2015. and 31.12.2019.

QUESTION 2. Please provide details of any and all traffic management/road safety measures, since 1.1.2015. which have been implemented and managed by Lambeth Council - within the area of
- the present day (i) Streatham Hill LTN and
- the (ii) Streatham Wells LTN (suspended)
including “boundary” roads.
ie: Prior to, and separate to, any works associated with an LTN project. Please see appx 1 below for examples of the types of traffic management/road safety measures I refer to.

To confirm, I do not require information on
(i) The borough wide roll-out of a 20mph speed limit.
(ii) The borough wide/ongoing roll-out of “School Streets”.
(iii) Any works included as part of an existing (permanent/trial/suspended) LTN, nor
(iv) Any planned/future traffic management/road safety/LTN works.

The range of measures that could be introduced to regulate traffic flow, reduce vehicle volume and speed and improve safety - depend on existing road geometry/restrictions (such as access requirements), history/pattern of collisions and funds available - examples include:
1. Speed cameras (LSCP will install if collision history of 4 people KSI/in previous 36mths/2 speed related).
2. Vehicle Activated Signs (VAS)
3. Road narrowing (throttle), or Chicane treatments.
4. Pavement widening or selected build-out..
5. Introduction of road safety signage, lighting or road furniture.
6. Introduction, or removal of Central Island pedestrian refuge.
7. Addition of mini-roundabout / re-configuration of existing mini-roundabout
8. Addition of controlled crossings (eg: zebra/pelican/toucan).
9. Reconfiguration of priority give-way (eg: adding priority provision for cyclists)
10. Junction raised-table, or other junction entry treatment.
11. Road humps or speed cushions.
12. Creation of “passing places” by strategic placement of double-yellow lines.
13. Reconfiguration of road to one-way working (with No Entry signs).
14. Individual road closures (creation of a cul-de-sac) - not as part of a wider LTN.
15. Physical width restriction (commonly a 7ft width to allow emergency service vehicles but restrict lorry movement).
16. Changes to existing restriction of Heavy Goods Vehicles (HGVs) on certain roads.
