Dear Knowsley Metropolitan Borough Council,

Thank you for your response to my FOI (below)

"Yes. 1970, of which less than 10% of them attract an individual annual ground rent."

Can you please clarify, that Knowsley Council do not own any residential properties, but they do own the freehold on 1,970 residential properties, yet only charge an annual fee on less than 197 of those properties?

How much do you charge?
Why do you hold freeholds on properties that you do not charge ground rent on?

Yours faithfully,

Paul Woods

Freedom of Information, Knowsley Metropolitan Borough Council

Dear Mr Woods

The Council has 17 domestic properties and it uses them for dispersed temporary accommodation. Of the 1970 residential properties it holds the freehold for, over 90% relate to historical leaseholds across housing estates dating back 30+ years and the annual rent payable is a peppercorn (if demanded) and therefore uneconomical to collect. Less than 10% of the total leaseholds relate to some of the more recent housing developments in the Borough and the annual leasehold payments range from £50 - £250 per annum. The number of these more recent leaseholds reduce each year as homeowners buy out their leaseholds to secure the freehold of their residential property.

If homeowners on recent housing developments, Earlesfield on Knowsley Lane for example, are buying out their leasehold (on homes only completed last year), then why on earth would they be leasehold in the first place and not freehold?

Yours sincerely,

Paul Woods
