KLWNBC consideration of KL library

We're waiting for Andy Stanley to read a recent response and update the status.

Dear King's Lynn and West Norfolk Borough Council,

I wish to request the following information under the terms of the Freedom of Information Act 2000 'The Act'.

In order to assist you with this request, I am outlining my query as specifically as possible. As you will understand, this may not be a definitive list of relevant information.

You should also be aware that it is a requirement of the act to respond within 20 working days and I am fully aware of my rights to escalate this if you fail to follow this law.

You also should be aware the act provides a duty on yourselves to assist requesters I.E. me.

I understand that the County Council have been trying to offload the King’s Lynn library (Carnegie Library Building) for years. I also understand that it was awarded to The Garage Trust. There are also rumours locally that the Borough Council was given an option to take over the Library, a so-called, first refusal on the property and turned this down.

1. As such please provide a copy of any offers by the County Council to KLWNBC and for how much

2. ⁠Please provide a copy of any evaluations carried out by the KLWNBC around the property and a potential purchase

3. ⁠Please provide copies of internal correspondence and meeting minutes in regards to the decision making that lead to KLWNBC not proceeding with procurement of the King’s Lynn Library

3.1 Please be aware that Senior Managers have no reasonable expectation of privacy in regards to company email addresses and as such these should not be redacted and in any case these would already be in the public domain,

ICO guidance states “The more senior an employee is and the more responsibility they have for decision making and expenditure of public money, the greater their expectation should be that you disclose their names.” Also see Cox v Information Commissioner and Home Office [2018] UKUT 119 (AAC)
