Kirklees: Leonard Cheshire, the Living Wage and fees for residential care for younger adults
Dear Kirklees Borough Council,
Leonard Cheshire Disability (LCD) claim that they would like to pay their carers the Living Wage but that they are not paid enough by social care funders such as yourself to do so.
I wonder if you could please tell me:
1) what representations Leonard Cheshire Disability (LCD) have made to the Council asking for increases in the fees paid for social care provided by them, in order to pay their carers the Living Wage.
2) Some idea as to the fees currently being paid by the Council to LCD for residential care, per resident per week. A range of fees or a set of anonymised figures of the fees perhaps. Other councils have opted to supply statistical median and range as they were concerned that individual fees could make it possible for people to have a guess at which residents had which fees.
3) Equivalent information for fees paid to other providers for residential care in care homes for people with physical impairments under the age of 65.
Thank you
Yours faithfully,
Doug Paulley

Dear Freedom Info,
I wonder if you could please check the status of my request for information, and advise me as to a potential timescale for response? Responses should be sent "promptly" and in any case within 20 working days, so at the latest by 27 February 2015 but I haven't received it as yet.
I do appreciate the pressures on service providers, particularly during these times of enforced national stringency, but I would appreciate some idea as to when the information may be provided.
Yours sincerely,
Doug Paulley

Dear Mr Paulley
I refer to your recent enquiry relating to the above which has been dealt
with under the Freedom of Information Act 2000.
Please find below the council’s response:
Leonard Cheshire Disability (LCD) claim that they would like to pay their
carers the Living Wage but that they are not paid enough by social care
funders such as yourself to do so.
I wonder if you could please tell me:
1) what representations Leonard Cheshire Disability (LCD) have made
to the Council asking for increases in the fees paid for social care
provided by them, in order to pay their carers the Living Wage.
We have received a request in December for an uplift from Leonard Cheshire
in relation to their care homes in Kirklees and we are currently
investigating the rationale for this prior to making a decision.
2) Some idea as to the fees currently being paid by the Council to
LCD for residential care, per resident per week. A range of fees or a set
of anonymised figures of the fees perhaps. Other councils have opted to
supply statistical median and range as they were concerned that individual
fees could make it possible for people to have a guess at which residents
had which fees.
We pay Leonard Cheshire a range of fees between £510 to £1273 per week and
this is based on each individual’s needs.
3) Equivalent information for fees paid to other providers for
residential care in care homes for people with physical impairments under
the age of 65.
Leonard Cheshire are the principal provider of specialist PD care for
adults aged under 65 in Kirklees. We do, however, purchase care from some
other providers including the Hollybank Trust (mostly younger adults);
Aden Mount and, where appropriate, some care homes targeted at older
people. The fees paid range from £450 through to £1,600 per week.
If you are not content with the handling of your request, you have the
right to ask for an internal review. Requests for internal reviews should
be submitted within 2 months of the date of receipt of the response to
your original request and should be addressed to the Monitoring Officer,
Civic Centre I, PO Box 1274, Huddersfield HD1 2WZ. Alternatively, you can
send an email to: [1][email address].
Please remember to quote the reference number above in any future
communications.
If you are not content with the outcome of any review you have the right
under section 50 of the 2000 Act to apply to the Information Commissioner
for a decision as to whether your request for information has been dealt
with in accordance with the requirements of the Act. The Information
Commissioner’s website is at [2]www.ico.org.uk and gives more
information about the role and duties of the Commissioner. The
Information Commissioner can be contacted at: Information Commissioner’s
Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF.

Dear Freedom Info,
Thank you for the information.
Please clarify. You say "We have received a request in December for an uplift from Leonard Cheshire in relation to their care homes in Kirklees and we are currently investigating the rationale for this". Could you please indicate whether any part of the rationale proposed by Leonard Cheshire included their wish to pay their carers the living wage?
Thank you
Yours sincerely,
Doug Paulley
