Hello Shauna
As per our telephone conversation please see updated request as per your clarifications:

1. Please provide the figures for children living in 'kinship care' within the Northern Trust (2012-2015).
2. Of those living in 'kinship care', how many are in receipt of a Kinship Grant?
3. Are children that are registered by Social Services as living in 'kinship care' include both court ordered and non-court ordered placements (e.g. an informal arrangement whereby the family have come to an agreement of the child living with a relative)?

Your request is being processed by the Trust in accordance with the Freedom of Information Act 2000.

I will be in contact with you in the near future. However, should you have any queries in the interim please do not hesitate to contact me.

Thanks
Clare

Dear Governance, Info,

Thank you for your response Liza-Marie - I just need some details clarified.

Please provide the figures for children living in 'kinship care' within the
Northern Trust (2012-2015).

Total number of Looked after Children for F/Y ending 31st March 2013: 701.
Out of this total, 211 were in kinship care.
Total number of Looked after Children for F/Y ending 31st March 2014: 693.
Out of this total, 219 were in kinship care.
Total number of Looked after Children for F/Y ending 31st March 2015: 679 -------- DOES THIS FIGURE INCLUDE CHILDREN WHO ARE SUBJECT TO CARE ORDERS IN EACH OF THE LAST THREE YEARS?
Out of this total, 187 were in kinship care.

2
Of those [I meant children - not carers] living in 'kinship care', how many are in receipt of a Kinship
Grant?

2012/13 – 81 carers received a kinship payment.
2013/14 – 76 carers received a kinship payment
2014/15 – an average of 36 carers [HOW MANY CHILDREN?] received a kinship payment.
As at 08.12.15 – 24 carers are receiving a kinship payment.
***** CAN you give me the number of children for whom the above number of carers are paid kinship care allowances/ foster grants - can I also ask if these are weekly payments/ one off.

Yours sincerely,

Shauna

Good Afternoon Shauna,

Please accept my sincerest apologies for the delay in responding to your
queries, please find responses below:

Does this  figure include children who are subject to care orders in each
of the last three years?

In relation to the figures these do include children who are on Care
Orders.

Can you give me the number of children for whom the above number of carers
are paid kinship care allowances/ foster grants - can I also ask if these
are weekly payments/ one off.

All the children who are in kinship placements receive the equivalent of
Boarded Out payment until they come to Fostering Panel for approval.  Once
they are approved they continue to receive Boarded out payments for the
duration of the placement on a monthly basis.

Total F/Y ending 31st March 2013: 211

Total F/Y ending 31st March 2014: 219

Total ending 31st March 2015: 187

Hughes, Liza-Marie, Northern Health and Social Care Trust (Northern Ireland)

Good Morning Shauna,

Please find below response to your request for clarification:

Total Carers for Year ending 31st March 2013 :- 164

Total Carers for Year ending 31st March 2014 :- 179

Total Carers for Year ending 31st March 2015 :- 166

Definition of Kinship care taken from CORAMBAAF

"Kinship care means that relatives or friends look after children who
cannot live with their parents. Kinship care may include people who are
not related to the child but who are still in the child’s social network.
For example someone the child knows well and trusts; a good neighbour, a
parent of a school friend or a close family friend. Sometimes this type of
care is called family and friends care because this more accurately
describes what it is, and kinship foster carers are sometimes called
connected persons.

Kinship care can be a private arrangement or formalised through a legal
order".

Kind regards
