Thank you for your request for information above, which we have dealt with
under the terms of the Freedom of Information Act 2000.

I hope the following will answer your query:

1) The specific risk assessments undertaken in deciding that the barrier
was necessary

The Council has not carried out its own risk assessment. The Council acted
upon advice issued by the Police Eastern Region Special Operations Unit
(ERSOU), and mandate provided by the Chief Constable of Cambridgeshire.

The information was provided to the Council in confidence and not for
further distribution. We have consulted with parties at ERSOU as to
whether this information could be disclosed and they have maintained its
confidential status.

This information is therefore being withheld under Section 41 of the
Freedom of Information Act, which covers information provided in
confidence. This is an absolute exemption and we do not need to consider
the public interest.

In designing and installing the barrier, the Council worked closely with
the Highways Authority for Local Roads (Cambridgeshire County Council)
whom undertook their own assessment of the proposals; including a full
Road Safety Audit on our behalf. A copy of the assessment is attached. You
may want to consider contacting Cambridgeshire County Council for a copy

2) The total cost of consulting on the barrier's installation

For measures such as this, and in the interest of providing enhancements
to public safety in an expedient manner, the Council is not required at
this stage to undertake extensive consultation prior to their
introduction. We have, however, engaged with those most likely to be
directly affected in order to understand their needs and how these might
be taken in to account. The Council has not set a separate budget for
consultation, but has utilised existing resources from the project
delivery team and senior management.

This engagement included the delivery of information to and briefings for
key stakeholders, local businesses and other organisations in early 2019,
and discussion at the County Council’s Cambridge Joint Area Committee on 5
March 2019 where the committee supported the proposal. A copy of the
[2]committee report is available online. Two further meetings with
businesses, colleges and others local to Kings Parade were held in August
and October, these latter meetings were kindly set up by Bidwells for the
benefit of their tenants. These meetings were attended by Cambridge City
Council staff. The Council has also published a number of media statements
relating to the proposals. We have not, however, specifically identified
the costs of this work to the council, so direct costs of consultation are
not held.

3) The total fixed cost of installing the barrier, signage and other
related infrastructure

The Council, and partners Greater Cambridge Partnership, have established
a working budget of £70,000 within which to effect these initial,
temporary, changes.

Our anticipated directly procured services are detailed below. We shall
need to add to this our staff time costs incurred in undertaking
activities including research and survey work, design, and project
management. Final costs are in the process of being identified.

4) The estimated monthly and yearly cost of operating the barrier (ie
staff costs to open and close it daily)

These costs have not yet been fully identified and, wherever practicable,
will be undertaken by staff already employed to carry out other duties.
The Council’s additional costs involved in operating the barrier over the
next 18 – 24 months are not expected to exceed £1,250.

5) The estimated monthly and yearly cost of maintenance of the barrier

The barrier is expected to be in situ for an initial period of 18 -24
months and should not need significant maintenance during this limited
period. The Council has estimated a cost of £1,250 for maintenance over
this period.

6) The estimated economic impact of the barrier on the businesses on kings
parade and nearby if this analysis has been carried out

Such analysis has not been directly undertaken by the Council, although
during engagement it was clear that whilst some businesses feared negative
impacts, others were much more positive, citing the positive impact
changes in Trinity Street some years ago had had on businesses there. The
Council will be taking steps to monitor footfall numbers and relevant
changes in behaviour along Kings Parade, evaluating whether the street
becomes more or less busy, and will be inviting feedback on business
impacts as part of our engagement for the next phase. The Council is also
engaging with Cambridge BID.
