Dear Wirral Metropolitan Borough Council, I want to make a Freedom of information request regarding kingdom security . Do they have authority to issue fines for littering on the private land on Church Road Tranmere where the new shops and coop have been built?

Further to your Freedom of Information enquiry, please be advised that the
legislation relating to littering states that a person is guilty of an
offence if they throw down, drop or otherwise deposit and leave any litter
in an open public place. This applies to any place in the area of a
principal litter authority which is open to the air and that the public
have access to, with or without payment.
