Dear Bristol City Council,

I understand that BCC will pay Kingdom for the cost of running the service and that Kingdom can keep any difference between fine revenues and costs.
(1) How much is BCC paying Kingdom per year?
(2) Where on the BCC website will we see regular (ideally monthly) statistics on enforcement:
(a) number of fines per offence type paid at full rate; paid at reduced rate; not paid
(b) £ value for each in 2a above
(c) number of offences disputed per offence type
(d) for 2c above; how many per offence type were successfully disputed by a member of the public
(e) for 2d above; the value per offence type
(3) What are the KPIs and SLAs agreed between BCC and Kingdom

Please see the below response to your Freedom of Information request:

 

(1)        How much is BCC paying Kingdom per year?

This service will be delivered at no cost to the local authority. The cost
of delivering the service will be met through the payment of Fixed Penalty
Notices (fines).

 

(2) Where on the BCC website will we see regular (ideally monthly)
statistics on enforcement:

                (a) number of fines per offence type paid at full rate;
paid at reduced rate; not paid.

                (b) £ value for each in 2a above

                (c) number of offences disputed per offence type

(d) for 2c above; how many per offence type were successfully disputed by
a member of the public

                (e) for 2d above; the value per offence type

It is our aim to be as open and transparent as possible with this service
and to that end we will share performance information where we can.

 

(3) What are the KPIs and SLAs agreed between BCC and Kingdom

 

Due to the pilot status of this project we have not specified levels of
performance such as FPN targets. We want to learn how a service such as
this will work in Bristol. We will of course monitor how the service is
delivered including the adherence to minimum standards. The below
performance indicators are written into the contract:

 

Performance Indicators

 

8.7 Monthly management reports will address the following as a minimum:

 

FPN’s

·         FPNs issued

·         FPNs paid

·         FPNS Written off

·         FPNS cancelled

·         Payment rate

·         Areas FPN issued

·         Gender of offender

·         Age of offender

·         Ethnicity of offender

·         Type of offence

 

Financial report

·         Total value of FPN fines collected and method of payment

·         Value of write-offs and cancelled FPN’s

 

Correspondence

·         Number of MP letters

·         Number of Freedom of Information Act (FOI) requests

·         Number of Chief Executive Letters

·         Number of Complaints (target less than 5 per 100 FPN’s issued)

·         Feedback from residents, visitors and businesses (by theme,
area)

 

Any additional requests for data by the Council are to be by mutual
agreement between both parties.

 

Performance Measures

 

8.8 All telephone calls must be answered promptly and logged.

8.9 All MP, Chief Executive and FOI correspondence is to be responded to
within [INSERT NUMBER] working days

8.10 All Council requests for service are to be responded to within three
(3) working days.
