Unfortunately, it appears that KHub have changed the way their site works and you now need to be logged in order to even access the groups home page! I promise you it exists and it is controlled by Public Health England.

The groups home page states the following:

Autism Self-Assessment Framework
The group is to support the administration of the self-assessment work for local autism strategy boards. It will provide downloads - mainly the questions and online data collection tool in which local authority based respondents report local progress. It will also provide a forum for questions about and discussion of the framework questions, and for the Public Health England team to advise how we think these should be answered to that everyone gets the same advice at the same time.
