Could you please answer the following Freedom of Information requests:

Keynes County Park, Shorncote, Nr Cirencester.

In 2007 Gloucestershire County Council agreed to the sub-leasing of Keynes Country Park by their tenant, The Cotswold Water Park Society Ltd to an undertenant, Watermark Investments Leisure Developments Ltd.

My questions are:

Q1. Who in Gloucestershire County Council required the council legal department to withdraw any covenants on the land known as Keynes Country Park?

Q2. Have any plans been developed or processes instigated to dispose of the freehold of the land known as Keynes Country Park?

Q3 If any plans been developed or processes instigated to dispose of the freehold of the land known as Keynes Country Park, who required the development or instigation of those plans or processes?

Q4. Have Gloucestershire County Council instigated proceedings to recover the possession of the land known as Keynes Country Park from Watermark Investments Leisure Developments Ltd. bearing in mind that they have ceased paying rent?

Q5. Do Gloucestershire County Council intend to bring about a situation where residents of the county either regain access to the land known as Keynes Country Park or receive improved financial compensation for the loss of this amenity?

Q6. Do Gloucestershire County Council own any more lakes in The Cotswold Water Park that they are willing to lease for a peppercorn rent?

Q7. If Gloucestershire County Council intend to lease any more lakes in The Cotswold Water Park for a peppercorn rent, what lakes are they?

Your request has been carefully considered and I am pleased to confirm
that Gloucestershire County Council [the Council] does hold some of the
information you have requested. The answers to your questions are set out
below.
Q1. Who in Gloucestershire County Council required the council legal
department to withdraw any covenants on the land known as Keynes Country
Park?

The decision to consent to the under lease was taken under delegated
authority by the Council's then Head of Corporate Property Services as the
proper officer responsible for the management of the Council's estate

Q2. Have any plans been developed or processes instigated to dispose of
the freehold of the land known as Keynes Country Park?

No.

Q3 If any plans been developed or processes instigated to dispose of the
freehold of the land known as Keynes Country Park, who required the
development or instigation of those plans or processes?

Not applicable.

Q4. Have Gloucestershire County Council instigated proceedings to recover
the possession of the land known as Keynes Country Park from Watermark
Investments Leisure Developments Ltd. bearing in mind that they have
ceased paying rent?

No. The County Council is not a party to the sub-lease and any enforcement
action in respect of outstanding rents (if any) would be a matter for
Cotswold Water Park Society (CWPS) and not the County Council.

Q5. Does Gloucestershire County Council intend to bring about a situation
where residents of the county either regain access to the land known as
Keynes Country Park or receive improved financial compensation for the
loss of this amenity?

No, and in any event, the Council does not accept the premise on which
this question is based, which is misleading and misrepresentative.

Q6. Does Gloucestershire County Council own any more lakes in The Cotswold
Water Park that they are willing to lease for a peppercorn rent?

Yes and there are no plans to lease them at a peppercorn rent.

Q7. If Gloucestershire County Council intend to lease any more lakes in
The Cotswold Water Park for a peppercorn rent, what lakes are they?

Not applicable.
