Dear Essex County Council,

Please pass this on to the person(s) who conducts Freedom of Information reviews.

I am writing to request an internal review of Essex County Council's handling of my FOI request: 'Kenward Report'.

I do not agree with your assertions that releasing this report would not ultimately be in the public interest. With this in mind I am requesting a full internal review of my request.

These are the reasons I am putting forward to support releasing the report:

It would show the Council was committed to being honest and transparent in all that it does and not give the appearance of a 'cover-up' to protect its reputation.

Suspicion of wrongdoing and or/illegality within the Council and other institutions.

It would help inform public debate around the issues raised in the report.

Furthermore public interest in the issues of child abuse,institutional corruption and questions of trust in major institutions are all topics of public and media interest (e.g the Independent Inquiry into Child Sexual Abuse).

I understand It would be timing consuming to redact the necessary portions of the report for the reasons stated in you're previous correspondence. However I would as you re-consider this even this even if the work meant took longer than the 20 days allowed by law to respond to freedom of information requests.

However if you refuse to do this I will make a full complaint to the Information Commissioner's Office.
