Dear Mr Bow,

FREEDOM OF INFORMATION REQUEST REF 20/10/1230

Thank you for your request received by Kent Police on 18^th October 2020.

 1. Please can I request a breakdown for a list of Police Officers, Police
Community Support Officers and Designated Detention Officers who have
been assaulted while on the job. I would like this data for each month
from 2018. Since Assaults on Emergency Workers (Offences) Act 2018
became law .
 2. Along with the above information I would like to request this on a
breakdown of each division and the stations in each policing divisions
and Tactical operations. (ie: West division - Maidstone, Tonbridge,
Tunbridge Wells, Swanley).
 3. Furthermore I'd like to see the outcomes of the assaults, the amount
that that have had convictions and those that have unfortunately been
listed "no further action"
 4. I would also like to see the comparison of results to the conviction
levels.
 5. The number of officers who have had to take time off due to injury or
light duties due to the injury or mental health issues that have been
caused since the assault.

Unfortunately your request engages the cost exemption at Section 12 FOIA.
Section 12 provides an exemption from a public authority’s obligation to
comply with a request for information where the cost of compliance is
estimated to exceed the appropriate limit. The Freedom of Information and
Data Protection (Appropriate Limit and Fees) Regulations 2004 state that
the appropriate cost limit is 18 hours in the case of the Police Service.

The justification for the engagement of the above exemption is question 5.
Sickness data and hurt on duty data are stored on separate systems which
cannot be linked automatically.  To try and determine if an officer may
have taken sickness absence owing to a work related injury would require
the manual review and cross reference of individual sickness records with
hurt on duty reports, likely to amount to hundreds of records and is
estimated to exceed 18 hours’ work.

Also in regard to question 3, crime data and prosecution data are stored
on separate parts of the electronic recording database which cannot be
linked automatically. To determine if an assault crime report resulted in
a prosecution and subsequent conviction would require the manual review
and cross reference of all relevant crime reports and case files,
amounting to many hundreds of records, and is estimated to exceed the 18
working hour limit.

When Section 12 is engaged, our duty under Section 16 requires that we
assist you in refining your request so as to bring it within the cost
limit. In this instance we would suggest the following refinement:

 3. Furthermore I'd like to see the Recorded Crime Outcomes of these
assaults, and a comparison table of the outcomes.
 4. How many police officers have taken sick leave since November 2018,
and the reasons for their sick leave.

If you would like to proceed with the refined request please advise us and
we will log and process the new request as soon as possible. You will be
contacted with a new reference number if this is the case. Should you have
any further inquiries concerning this matter, please do not hesitate to
contact us. If you are dissatisfied with the way your request has been
handled please refer to the ‘your rights summary’ attached for details of
the next step you are able to take.

Yours sincerely,
