Thank you for your request for information. Please see Kent County
Coucnil's response below:
 
1. KCC do not record the total number who apply, only the number of
eligible applicants whose applications are accepted.  As applications are
received throughout the year, and some students may cease to become
eligible at any point during the year, the figures below show the number
of student travelling with a Kent Freedom Pass at the end of the scheme
year.  
 
2008/0 - 13,603
2009/10 - 22,038
2010/11 - 26,314
 
2. For the current academic year scheme there are 25,742 passes on issue. 
This has been broken down as follows:
 
22,758 paid £100,
2,095 paid £50
889 did not pay a fee. 
 
This equated to a total income of £2,380,550.  The projected net
expenditure (including income) in the current financial year is
£11,188,950. 
 
3. Please find attached the following paper and minutes of the Council
meeting on 21 July 2011 where the 16+ Travel Card was discussed,  paper
and minutes of the Education, Learning and Skills Policy Overview Scrutiny
Committee (ELS POSC) meeting on 16 September 2011 where the 16+ Travel
Card was discussed and paper and minutes of the Cabinet meeting on 19
March 2012, where the 16+ Travel card was discussed.  
 
These are the main decision papers. The Kent Freedom Pass has not been
extended to year 12 and beyond and the 16+ Travel card is a new product,
with different criteria and funding.
 
Please see the link below to the ELS POSC on the 15th March 2012 where 16+
was discussed and the Post 16 Transport Policy which was discussed on the
9th May 2012.
