Just in case it didn't arrive for some reason, please note that today (13 December 2022), the Information Commissioner issued a Decision Notice that includes the following:

1. The complainant requested information from the London Borough of Croydon (“the Borough”) in relation to Kenley Intensification Zone Transport Study. By the date of this notice the Borough had failed to provide a substantive response to this request.

2. The Commissioner’s decision is that the Borough failed to respond to the complainant’s request within 20 working days of receipt and has therefore breached regulation 5(2) of the EIR.

3. The Commissioner requires the Borough to take the following steps to ensure compliance with the legislation.
• Respond to the complainant’s request in accordance with the EIR.

4. The Borough must take these steps within 35 calendar days of the date of this decision notice. Failure to comply may result in the Commissioner making written certification of this fact to the High Court pursuant to section 54 of the Act and may be dealt with as a contempt of court.

Some information has been redacted as it held information relating to
individuals.  Personal data is exempt from disclosure under Regulations
12(3) and 13 of the Environmental Information Regulations 2004.

I am writing to request an internal review of Croydon Borough Council's handling of my FOI request 'Kenley Intensification Zone Transport Study (Final Report) February 2020 - COSTINGS'.

I requested any costings of THE individual proposals listed in Table 8.1 of the Kenley Transport Study (Feb 2020) ("the Study"), that were produced SUBSEQUENT to the Study.

The 'Kenley Transport & Highways Improvements' Powerpoint presentation provided, is undated. (page 6 suggests 2019). The 'Kenley Transport Schemes Delivery Priority Matrix.xlsx.pdf' ("the Matrix") is also undated. I also note that few, if any of the INDIVIDUAL proposals (from the Study) are listed and that many of those that are, are NOT from Table 8.1 of the Study.

+++ Please confirm the date the above information was first produced.

The only RELEVANT information provided (i.e. regarding SUBSEQUENT costings), is contained within the 'Kenley Intensification Zone-Feasibility Study (January 2022)'. Even here, none of the INDIVIDUAL proposals are costed, with 14 of those 21 proposals apparently being combined into the following 5 schemes:
- Station Road
- Hayes Lane (North)
- Hayes Lane (Narrow section)
- Kenley Lane (North)
- Kenley Lane (Narrow section)
The Feasibility Study (p.30) gives a total cost estimate of £880,000 to £1,120,00.

+++ Please confirm that this is the only RELEVANT costing available.

The following proposals from Table 8.1 of the Study are NOT included in the 2022 feasibility/costings exercise:
- Introduce junction control at Godstone Road/Hayes Lane junction
- Zebra crossing on Godstone Road
- Raised tables on Godstone Road
- Extend traffic calming along Park Road
- Improvements to cycle parking on Kenley Lane
- Consider bus route provision along Abbots Lane
- New pedestrian footbridge over railway line

+++ Please confirm that these (seven) proposals have not yet been (subsequently) costed.
+++ If they are not to be pursued at this stage, please provide details of when that decision was taken.

In your request for Internal Review, you asked the Council to reconsider

In your request for information dated 12 October 2022, you requested the

The Council responded to you on the 14 March 2023 and provided a number of
documents which included costings and estimates of individual proposals
that are set out within the Kenley Transport Study.

 

In your request for an Internal Review dated 20 March 2023, you stated the
following:

On receiving your request for an Internal Review, I contacted the Head of
Spatial Planning, Growth Zone and Regeneration and Head of Strategic
Transport who have provided additional information in answer to the issues
raised in your Internal Review. Your request for an Internal Review has
been considered under the Environmental Information Regulations.

 

It is understood that the Kenley Transport Study and the Kenley Transport
& Highways Improvements presentation, provided to you, were both finalised
in February 2020.  The costings detailed in those documents set out the
costings in respect of the estimated project costs that had been
identified at that time.  The proposals from Table 8.1 were discussed with
Kenley Community Advisory Group (KCAG) on 17 May 2022. At this meeting the
various issues with the proposals including complexity to deliver was
discussed with the group. Revised draft proposals were presented to KCAG
on 17 May 2023; and no final costings have been agreed.  A copy of these
proposals is attached.
