St.Helens Council, St Helens Metropolitan Borough Council

Dear Mr Greenall,

I apologise for the delay. This response was dealt with on 12th December
2021 however, upon review of your request following communication from the
ICO advising you had not received the request I have identified that the
system registered a letter being sent rather than an email. This has
resulted in the email not being sent to you, I apologise for this
oversight. This is the content of the email that shuld have been sent in
December.........

"

Further to your request for an Internal Review into the handling of your
enquiry under the Freedom of Information Act 2000, please accept our
apologies for the delay in getting this information to you.

Under the Freedom of Information Act the Council are only obliged to
provide information that it holds.  At the time of your request the
Council did not have the information requested. However, during the
initial review officers contacted the agents to gather the required
information. A timescale of 7 days was given to you and upon reflection we
realise that this was not realistic due to the reliance on receiving the
information from the third party. I apologise for the error in judgement
but can confirm that we are now in a position to respond to your enquiry,
as follows:

* Within 6 months of opening on site, how many new hires were employed
at the site?    80 new colleagues
* What were the source of these recruits? i.e. how did they hear about
the vacancy, find and apply for the roles?   Through a local
employment agency (Vital People) also posted on job boards
* What were the geographic locations of the candidates recruited on the
site within the first 6 months?   80%+ were from within a 10 mile
radius of the site, Wigan, St Helens, Haydock, Goldborne, Leigh etc.

If you remain dissatisfied with the outcome, you have the right under
Section 50 of the Freedom of Information Act to appeal against the
decision by contacting the Information Commissioner, Wycliffe House, Water
Lane, Wilmslow, SK9 5AF.
