This judgement with its fact finding does of course limit the scope of the Serious Case Review to fully examine this case. Blame lies on the perpetrator as it always should but where were all the social workers and others. The killing happened only two weeks after the adoption order? Were they too busy [reports, experts etc] with taking the child away from the family - ie looking one way only?

May add to the concerns out there of many victims that family court professionals should be kept away from public inquiries as per the historic abuse inquiry. The family court judges were declined and concern of a senior practitioner now heads it up after the kiwi judge gave up.
