Junction of Forest Road E17 and Winsbeach E17; banned left turn.

This is a request for information under The Freedom of Information Act 2000.

I write regarding the junction of Forest Road E17 and Winsbeach E17.

This road junction has had a traffic access restriction placed upon it; specifically traffic is banned from turning left from Forest Road onto Winsbeach at certain times of the day.

1) When were these restrictions placed upon the usage of this junction?

2) What criteria does the London Borough of Waltham Forest apply in determining whether it is appropriate or necessary to implement traffic restrictions on a particular junction?

3) Please supply a copy of the assessment against these criteria that the Borough used in relation to the junction of Forest Road and Winsbeach.

4) How many days in the last year has a mobile CCTV camera car been stationed on Winsbeach watching the junction with Forest Road?

5) What is the number and value of fines that have been issued to vehicles making a banned left turn at this location in the last year?
