Thank you for your email dated 04 July 2012.

 

A senior manager or legal advisor who was not involved in the original
request will now carry out an internal review. We aim to handle simple
internal reviews in 20 working days. We aim to handle internal reviews
that involve complex issues that require further investigation and those
that require consideration of the public interest test, in 40 working
days.

 

The Council does not offer an internal review in certain circumstances.
Where a decision to withhold information is made under Section 36 of the
Act (prejudice to the effective conduct of public affairs), that decision
will have been taken by the Solicitor to the Council. In these
circumstances and in certain cases where there is no-one of sufficient
seniority to review the decision, it is not possible to offer an internal
review.

I confirm that we hold the information.  Please refer to the spreadsheet
at Attachments 1 for a breakdown of Community Cohesion Grants made in
relation to the Queen’s Diamond Jubilee Street Parties and to the
spreadsheet at Attachment 2 for a breakdown of payments made from the
Community Leadership Fund, also for Jubilee Street Parties.

 

I confirm that no money was solicited from communities in
Peterborough.

I write in response to your email of 4^th July 2012, in which you asked
for an explanation as to why the response to your original request for
information under the Freedom of Information Act was not completed within
20 working days:-

 

A request has therefore been made for an internal review to be undertaken
in relation to the reason for the delay in providing a response to your
original request, made on 2^nd June 2012, by email in which you asked:-

A response to your request was provided to you on 11^th July, although
unfortunately this was provided outside the deadline of 3^rd July.

 

I confirm that I have now completed the internal review as to why there
was a delay in providing the response. I can confirm that in my view,
having reviewed the significant detail of the information provided, and
having spoken with the officers involved in its collation, I am satisfied
that the delay was caused as a result of the need to collate and check the
detailed information which was requested and obtained from various
officers across the service, and secondly, due to current resource issues
affecting the service, it was not possible to collate the material and
check the information within the prescribed deadline.

 

I would offer my apologies for the delay in providing the response to you,
but I trust that you now have the information you requested.
