Dear Madam,

Thank you for your email dated 04 July 2012.

A senior manager or legal advisor who was not involved in the original
request will now carry out an internal review. We aim to handle simple
internal reviews in 20 working days. We aim to handle internal reviews
that involve complex issues that require further investigation and those
that require consideration of the public interest test, in 40 working
days.

The Council does not offer an internal review in certain circumstances.
Where a decision to withhold information is made under Section 36 of the
Act (prejudice to the effective conduct of public affairs), that decision
will have been taken by the Solicitor to the Council. In these
circumstances and in certain cases where there is no-one of sufficient
seniority to review the decision, it is not possible to offer an internal
review.

requested is given below.  I apologise for the delay in providing you with
this information.

 

I understand that circa £30k was put aside by PCC to fund the Jubilee.
Please can you provide a breakdown of where that money was spent. Also if
any decorations were put up in the city centre?

There were no decorations placed in the city centre however, with over 56
street parties, there were many streets across our city decorated by the
local residents and supported directly by the local authority.  This is
articulated in the budget breakdown above and the attached spreadsheets
identifying local contribution and locality.

Dear Ms Irving

A request has been made to undertake an internal review in relation to the
reason for the delay in providing a response to your original request,
made on 3^rd June 2012, by email in which you asked:-

any decorations were put up in the city centre?

A response to your request was provided to you on 11^th July, although
unfortunately this was provided outside the deadline of 3^rd July, and
this is the reason for the review.

I confirm that I have now completed the internal review as to why there
was a delay in providing the response. I can confirm that in my view,
having reviewed the significant detail of the information provided, and
having spoken with the officers involved in its collation, I am satisfied
that the delay was caused as a result of the need to collate and check the
detailed information which was requested and obtained from various
officers across the service, and secondly, due to current resource issues
affecting the service, it was not possible to collate the material and
check the information within the prescribed deadline.

I would offer my apologies for the delay in providing the response to you,
but I trust that you now have the information you requested.
