Thanks for that. It seems that the DWP's line is that the device used to access UJ determines whether a claimant can be mandated to use the service. If a claimant has the legal right to withhold his consent to register with or otherwise use UJ on one machine the question why that right does not extend to a "DWP Internet Access Device" arises. One wonders whether claimants could be mandated to use DWP IADs located outside of DWP premises (eg WP providers and sub-contractors) or whether claimants could be mandated to use a version of the DWP IAD at home. I am puzzled.
I look forward to reading the response to both your Request and the one you directed me to.

Thank you for your reply. It is different from the reply you gave here,

In the reply to me you have stated thus,
"Jobcentre Plus can mandate a JSA claimant to open a Government Gateway account where they have reasonable access to an Internet Access Device (IAD)."
Could you now please direct me to the Regulations, Codes or Laws etc that allow Jobcentre Plus to do this, (Mandate Jobseekerst open a Government Gateway account) as you should have done in the first place under the terms of the FoI Act. If this is not possible because of the £600 limit, then most recent regulations and/or guidance will suffice.

"When a jobseeker creates an account on Universal Jobmatch (UJ) they no longer have to tick a box to accept the Terms and Conditions or Privacy policy. There are no longer Jobseeker Terms and Conditions on the service. Instead a jobseeker is required to tick the box which states ‘I have read the Universal
Jobmatch standards of behaviour’.
"If a mandated JSA UJ user does not accept your Disclaimer will they get a benefit sanction?
The disclaimer forms part of the Jobseeker Standards of Behaviour which jobseekers are not required to ‘accept’."

Hello J. Roberts. I do not mean you any offence and I thank you for your interest and input. I would just like to say that the Government Gateway and Universal Jobmatch are two different things although they are related, they should not be confused with each other. I am not suggesting that you are confusing the two, as in a lot of respects what counts for one almost certainly counts for the other and it is all good information.

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'JSA Government Gateway'.
I wrote to the DWP on 10/3/2013 and asked :-

You replied with a rather waffley answer that for the most part concerned Universal Jobmatch. I DID NOT ask for information on Universal Jobmatch so therefore this information was irrelevent to my request.
However in amongst your answer you did state this:-

In turn I asked:-

Thank you for your prompt response. However you have not told me the reason why you were late in answering this request, neither have I had any sort of apology for your lateness in dealing with it.
Your response does not answer my question which I will repeat : "Can a Job Seekers Allowance(JSA) claimant be mandated by a Work Programme Provider or Job Centre Plus(JCP) to open a Government Gateway account?". You have answered that a Work Programme provider can not; for wich I thank you. Now could you tell me If Job Centre Plus can? A straight yes or no would be nice. "To add to these previous responses; registering with Government Gateway is not in itself a condition of entitlement for Jobseeker’s Allowance and that there are no regulations specifically relating to claimants signing up for Government Gateway."
"However and as previously stated, Jobcentre Plus Advisers can issue a Jobseeker’s Direction requiring Jobseeker’s Allowance claimants to create a profile and public CV within Universal Jobmatch, where appropriate. As claimants must have a Government Gateway ID and password to log in to Universal Jobmatch we can reasonably expect the claimant to create a Government Gateway account as part of this direction and failure to do so without good reason would result in a benefit sanction being applied."

"45. You will also need to explain, that because the claimant does not wish to allow DWP access to their account (and this is their decision not ours so
you cannot issue a Jobseeker’s Direction to gain access) when they next attend they will need to bring a copy of their public CV. This may take the form of: "
52. However, for legal reasons, you cannot issue a Jobseeker’s Direction to mandate a claimant to create a profile and public CV unless a DWP IAD service is reasonably available to them should they need to use one - for example, because they do not want to accept cookies and therefore need to have access to a device on which cookies have already been accepted.
53. You also cannot issue a Jobseeker’s Direction to mandate a claimant to give us access to their account – this is their decision not ours.
