Journey demand and service supply breakdown

Dear Transport for London,

I wish to request the most up-to-date information regarding the demand for London Underground lines and service supply.

I would like to find out the average demand for each London Underground line,the DLR, and London Overground on a weekly hour-by-hour basis.

i.e:

The number of passengers using the Central line between 12.00 and 13.00 on a Tuesday is...

The number of passengers using the Bakerloo line between 19.00 and 20.00 on a Friday is...

etc...

Similarly, I would also like to obtain data on the volume of traffic supplied to each London Underground line, the DLR, and London Overground on a weekly hour-by-hour basis too.

i.e:

The passenger capacity on the Central line between 12.00 and 13.00 on a Tuesday is...

The passenger capacity on the Bakerloo line between 19.00 and 20.00 on a Friday is...

etc...

In both cases, I would like the data to be as up-to-date as possible, and be broken down by Line, Day and hour.

Thank you for your e-mail received by Transport for London (TfL) on 28

Your request has been considered under the requirements of the Freedom of
Information Act 2000 and I can confirm that TfL does hold the information
you require. You asked for:

1. The average demand for each London Underground line, the DLR, and

DLR

Please find attached the spreadsheet (‘110406 FOI request weekly patronage
(Feb)’) detailing DLR patronage and capacity. The DLR figures are for the
whole network.

London Underground

Please find attached:

1.    Data sheets for the current Underground trains which give details of
the capacity on our trains; this includes seating and standing capacity.

2.    Entry and exit information for the Underground. This is taken from
gate counts during the autumn of each year. Therefore year-on-year
fluctuations do not necessarily reflect whole-year annual demand changes. 

Furthermore, the data is adjusted to remove the effect of some abnormal
circumstances that may affect demand such as industrial action. This gives
information per station rather than per line as this provides the average
demand on a weekly hour by hour basis. We can provide specific data for
days of the week if you can confirm the dates and days you are interested
in; however currently we do not report on this data, so there is no
existing report for averages.  It may be useful to know that normally
Friday is the busiest followed by Thursday as the second busiest and
Wednesday as the third busiest day of the week.  

London Overground

Please see the attached spreadsheet providing the London Overground
Patronage figures by line. Their capacity figures are set out below:

The capacity provided by London Overground services in one peak hour is:

Based on figures used for planning purposes:

22,210 passengers

Based on figures representing crush loading:

41,501 passengers

Please note that three passengers per square metre standing is planning
capacity. Crush loading is 5-7 passengers per square metre depending on
the type of train.

To provide the information for the Overground broken down by day and by
hour as requested would exceed the ‘appropriate limit’ of £450 set by the
Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under Section 12 of the FOI Act, we are not obliged to comply with a
request if we estimate that the cost of determining whether we hold the
information, locating and retrieving it and extracting it from other
information would exceed the appropriate limit. This is calculated at £25
per hour for every hour spent on the activities described.

We have estimated that it would cost an additional £475 to provide a
response to your current request. This is because it is estimated that it
would take 3 working days (19 hours) to retrieve, assess and compile the
information you have requested.

To help bring the cost of responding to your request within the £450
limit, you may wish to consider narrowing its scope so that we can more
easily locate, retrieve and extract the information you are seeking.

to access it for some reason, please feel free to contact me.
