Dear Bedfordshire Police,
Jon Boutcher [aka Op Kenova] continues to cover up and suppress his review report / findings into Martin McGartland attempted murder case, the Northumbria Police 'investigation' into it.
Jon Boutcher broke all the promises he gave to Martin McGartland, i.e. that he would disclose copy of his report, findings, that he would take action against whoever if there was wrongdoing etc.
Since Jon Boutcher became aware of his review officers full finding, their draft reports... Jon Boutcher has covered up the review officers (his review teams findings / the report) and has not disclosed it to Martin McGartland -as he promised, broken promises.
In early March 2019 Martin McGartland was sent an email from Bedfordshire Police which included;
"Legal advice is currently being sought by Bedfordshire Police regarding further disclosure of the review document outside of the subject access process. Chief Constable Jon Boutcher or Assistant Chief Constable Fullwood will be in touch with you in the near future regarding this".
Martin McGartland has been very clear, that Jon Boutcher (and ACC Paul Fullwood), acting in concert with others - including their legal dept, circumvented the legal advice line (concocted it) to continue to cover up and suppress the review report, review teams findings.
Jon Boutcher nor Paul Fullwood never did contact Martin McGartland to let him know (as the victim) the outcome of their circumvented legal advice. Nor have they disclosed their report (as they promised) to him.
As a result of above and under the FOIA 2000 I would like to know;
1. Was Jon Boutcher advised that he could (as he had promised all along) or could not disclose his review report (and or a redacted copy) to Martin McGartland?
I am NOT requesting a copy of any legal advice but ONLY the decision from that advice if the report / redacted report could (or could not) be disclosed.
Complains regarding Jon Boutchers and ACC Fullwood's behavior and conduct have since been made by Martin McGartland to PCC / OPCC Bedfordshire and Cambridgeshire police.
