You have requested:

 

Can you publish any documents relating to the way that Tower Hamlets
Council ran the 2014 election?

 

Can you also publish any material which you have in relation to the
conduct of Mr Williams?

 

Our response is as follows:

 

As part of the Electoral Commission’s monitoring of performance standards
for Returning Officers we collected a number of documents from the
Returning Officer relating to planning for the election. Emails from the
Commission requesting the information from the Returning Officer and the
replies received from him, along with relevant enclosures, have been
included with this reply. In addition we have included other
correspondence that adds further detail to planning arrangements for the
elections.

 

Information about the Returning Officer performance standards for the May
2014 elections in respect of which the requests for information were made
can be seen on our website at:

In respect of the conduct of the Returning Officer, John Williams, we have
already published two relevant and detailed reports which can be found on
the Commission website at:

The two published reports that concern the conduct of John Williams are
the “European parliamentary and local elections report 2014” which
contains a number of references to the conduct of the elections in Tower
Hamlets, and the separate and specific report entitled “Delays at the
verification and count for the May 2014 elections in Tower Hamlets -
Report of the Electoral Commission’s review” which appears on our website
under the shorter title “Report on the elections in Tower Hamlets in May
2014”.
