1. What legislation allows Jobcentre Plus/DWP to stop or reduce payment of Jobseekers Allowance following the imposition of a sanction for Failure to Participate in the Work Programme?

2. When a Jobseeker is referred to the Work Programme do they need to consent to participation?

3. Are Work Programme subcontractors authorised to complete compliance doubt referral forms (WP08)?, if so please provide details of the authorisation
