Dear Janet,
Thank you for your reply and the detail you have provided. Apologies for taking some time to get back to you, however I feel that there may be some misunderstanding with my original request.
When I used the words "rebanded without interview" in my initial FOI, I assumed that this would have included roles such as the band 8b Technology Manager which was the subject of an earlier FOI request.(T Coleman 20th June 2013)
As this post was not included in your response to my request, I can only assume that my wording somehow inadvetendly narrowed the scope.
I would appreciate if my FOI request can be reviewed or your advice provided on wording of a new request, this time including roles such as the 8b technology manager, where from the Trusts response to the T Coleman June 2013 FOI, show that the normal recruitment and selection process i.e. post defined, advertised and candidate selected from competitive process of shortlist and interview were not the basis for appointment to the role.
I am happy to lodge a fresh request if you feel that is more appropriate.
I look forward to your hearing from you again
Yours sincerely,
G B Kelly

Dear Mrs Graham,
Thank you for your reply, While I am disappointed that my request falls outside a reasonable cost level to obtain for the Trust, I understand that resources are precious. I do however hope you can clarify the following .
In order to ensure my understanding of your response is complete, are you confirming that the only situation in the Southern Trust where a job could be rebanded without interview is
(a) for the purposes of temporarily acting up
(b) following a job re-evaluation (and all instances were therefore disclosed in your previous response)
As I hope you can understand from my request, I am not interested in looking at situations where a re-banding is truly temporary.
I believe it is in the public interest to understand the nature of the scenarios and number of instances involved where upward rebanding outside normal procedures is, or becomes permenant.
(One possible example may be posts where the postholder temporarily acts up, the acting up role exceeds 4 years, and postholder benefits from it becoming permenant as a result of statutory entitlement )
This could suggest a lack of appropriate planning on the part of the Trust, and unnecessarily exclude appropriate talent from applying for posts which were initially advertised as only temporary.
In your last response you alluded to other potential scenarios outside "acting up" as potential reasons for rebanding outside the normal recruitment process. I would appreciate if you could elaborate with a description of each of these other potential scenarios
Assuming a difinitive list of these scenarios is not available to you, and in order to limit costs, would it be possible to complete the exercise for the Trusts Performance and Reform Directorate only. I am happy to lodge this as a new request if you prefer.
Yours sincerely,
G B Kelly
