Dear Sir or Madam,

1. What is your procedure regarding placing a job vacancy advert
for any positions within your FoI/DP/Information Governance
Departments? Specifically do you have a contract with an external
recruitment agency. If so, please provide me with the company name,
address and the job title of the person who would be your chief
contact.

2. Please provide me with a breakdown of the total costs charged to
you the last time you advertised such a vacancy and please provide
me with a list of the publications that the advert appeared in, the
title of the job vacancy and the number of applicants that applied.

Further to your request for information received at this office on 5th
June 2009, I can now respond as follows.

You asked for:

1." What is your procedure regarding placing a job vacancy advert for any
positions within your FoI/DP/Information Governance
Departments? Specifically do you have a contract with an external
recruitment agency. If so, please provide me with the company name,
address and the job title of the person who would be your chief contact."

The procedure for placing a job advertisement for positions within our
FOI/DP/Information Governance Team is the same as the majority of Council
posts, if a position is to be filled short-term ie for sickness cover we
may request a person through Comensura.

Comensura are a vendor neutral managing agent who control the process of
securing the services of agency workers. They do this by negotiating and
contracting with both new and existing agencies on behalf of Salford City
Council. They provide a web-based system that streamlines and automates
the entire process, from placing your order to approving timesheets,

We do currently have one request via Comensura this is for an
FOI/DPA/Information Governance Officer to cover from 02/07/2009 to
31/08/2009 at a rate of £13.00 per hour this is an extra person to cover
for volume of work. Prior to this we had an agency person covering for the
same reason and cost from 27/04/2009 to 21/06/2009 who was also recruited
via Comensura.

If the vacancy is to be filled on a permanent basis then the procedure
would be;

* The Manager requests that the vacant post be filled therefore
approval/signature is obtained from the financial representative to
make sure that there is adequate funding in the budget
* Director*s approval (or Assistant Director where this is delegated) is
then sought
* The vacant post is then reported to Lead Member - Customer & Support
Services for approval to fill and he also has final approval as to
where the post is advertised and to whom.
* Upon approval the manager then submits the completed form, together
with the up-to-date job description and person specification and
proposed advert, to their Human Resources team for action.
* The outstationed Human Resources team will submit the vacancy for
redeployment prior to advertising - this remains on the internal
redeployment site for 1 week. If there are no suitable applicants the
HR team then submits a completed advertising order through to the
Systems and Information team for them to process the vacancy with the
approved instructions to fill from Lead Member.

The position is then advertised, if using the press, ie MEN then our
advertising agents will place the advert on our behalf. All our current
jobs are advertised on our jobs page at

All completed application forms are returned to the Systems & Information
Team, unless otherwise stated. The forms are placed in the relevant jobs
file and are then collected by the manager and interview panel who will
shortlist and invite suitable applicants to interview. Once a candidate
has been successful then all the relevant checks are done, eg, references,
CRB etc.

It is not common practice to use external recruitment agencies to
fill permanent positions. All of our vacant posts are advertised on our
website.

I am unable to provide details of the total cost of advertising a vacancy
within our FOI/DP/Information Governance Team as the most recent employee
to be appointed to this team started in May 2003, with a job title of
Corporate Information Officer, therefore the advertising costs at that
time would bare no relevance to today's market and we do not hold that
information on file. All unsuccessful applicant details and
application forms have been destroyed in line with council policy. If you
want to know the specific cost of an advert that you have recently seen
then please let me know.
