Dear Mr Kellard

Following your Freedom of Information request of 8 December, I have been
in the process of establishing the information we hold.

I am currently unclear about the exact scope of the information in which
you are interested. To ensure that we provide you with the right
information, please could you clarify your request, so that we can
process your request. Section 1(3) of the Freedom of Information Act
(FOIA) 2000 provides that a public authority need not comply with a
request for information unless any further information reasonably
required to identify and locate the information is supplied.

You requested the following information:
* For the period 01/01/2009 to 31/12/2009.
Our records show that we provided you with this information on 22
February 2011 where we disclosed Tier 2 ICT Used Certificates of
Sponsorship by Occupation for the period 1 January 2009 to 16 December
2010 and by top 25 employers from 1 January 2009 to 31 December 2009.
Under section 14(2) of the Act, where a public authority has previously
complied with a request for information, it is not obliged to comply
with subsequent identical or substantially similar request from that
person. I have checked with colleagues who run the previous reports and
can confirm that the information would be identical if re-run.
Our records show that we have not provided you with information for the
following periods:
* From the introduction of the PBS in 2008 until 31/12/2008.
* For the period 01/08/2011 to 08/12/2011.
- Can you please confirm whether you require this information with the
following breakdown: 'Tier 2 ICT Used Certificates of Sponsorship by
Occupation' as disclosed on 22 February 2011?
- Can you also please confirm the date period for 2011 as you are
currently requesting information up to 8 December 2011? We can run a
report from 1 August 2011 to 31 December 2011 early January?

When you provide this information we will aim to send you a full
response to your request within twenty working days of its receipt. I
look forward to hearing from you shortly. However, please note that if I
do not receive appropriate clarification of your request within three
months from the date of this letter, I will consider this request to be

The 25 employers who are listed most often on used COS; the number of times each employer is listed; and the 3 most common SOC used by each of the 25 employers and the number of times each SOC is used. Further broken down by each category of ICT i.e. Established Staff, Skills Transfer etc. and then by client contract and not client contract. A key for the abbreviated codes ICT, IES etc. to be included in the spreadsheet response.

The data is required For the following periods:

From the introduction of the PBS in 2008 (25/11/08) until 31/12/2008.

For the period 01/01/2009 to 31/12/2009*

For the period 01/08/2011 to 08/12/2011

* I believe that we have already supplied you with requested data for the specified time period under FOI request 1341.
