I have responded to each of your questions below.
 
Our policy on advertising vacancies is contained within the employer Terms
and Conditions which can be found online at

1. The Terms and Conditions include the following points stating that
employers must::
 
2.6.7 only advertise jobs with the permission of the vacancy owner (which
may be the employer or an agency acting on behalf of an employer) and will
continue to be managed by You;
2.9.1.2 take all steps to avoid duplication of the same vacancy
advertisement, for example through the bulk upload facility and not
advertise more vacancies than there are jobs available;
2. We have not carried out an assessment on the number of vacancies that
are repeatedly advertised through various job agencies.
 
3. We estimate that around 130,000 out of around 700,000 live adverts are
‘duplicated’, in that there is at least one other advert with the same
title and job description in the same city. A proportion of these will
actually be different jobs: for example if a company with multiple
locations in the same city uses standard wording for job descriptions to
advertise vacancies in more than one location within the same city these
will be incorrectly identified as duplicates. It is not possible to
estimate the number of duplicates more precisely.
 
We monitor duplicates on a weekly basis, and where appropriate, contact
organisations who appear to be uploading duplicates to ensure they comply
with the terms and conditions of the site.
 
4. Built into the service are monitoring tools and vacancy checks, which
help to detect, deter and remedy inappropriate use of the site. The
service is designed to block known bogus / fraudulent employers from
accessing the service. Checks are also made to help identify
inappropriate, fraudulent and bogus jobs in order to block them from being
posted.
Universal Jobmatch has a built-in filter that will flag up inappropriate
words used in vacancies and prevent the vacancy from being posted. 
Where a vacancy is identified that contains inappropriate / discriminatory
language which has not been picked up by the filter, the employer will be
contacted and directed to amend the vacancy or risk having it expired.
Additionally, a 'Contact Us' facility is provided so users can quickly
highlight any employers that users may have concerns about, which are then
fully investigated.
 
5. All jobs advertised on Universal Jobmatch must offer the National
Minimum Wage unless they fall within one of the exempted categories which
are listed here:

Agencies will put in a phrase in their T & C's to say that the company gives them permission to advertise their vacancy on other sites. This would negate the process of having to ask every time they wanted to advertise the vacancy on other sites.
