"A council manager who stole almost £62,000 intended for Grenfell survivors and defrauded the NHS of more than £35,000 was told that her crimes beggared belief as she was sentenced to five and a half years in jail yesterday.

Judge Robin Johnson expressed shock that Jenny McDonagh, 39, a gambling addict, had spent the money on holidays to Dubai and Los Angeles, expensive dinners, lingerie and hair appointments."

Internal Review

In its response to you the council relied upon an exemption under section
31(1)(a) of the freedom of information act 2000 relating to the prevention
and detection of crime. You were advised that the council were working
closely with the police in regards to this fraud investigation and you
were informed that the council does not discuss case specifics or
individual details of on-going investigations as this may impact on the
investigation itself or any potential prosecutions.

Exemption 31(1)(a) requires the council had to consider whether public
interest in disclosure outweighs the public interest in maintaining the
exemption. I have reviewed this and I am satisfied that at the time of
your request the investigation and trial of Mrs McDonagh was on-going and
therefor the council were correct in applying the exemption. Mrs McDonagh
was convicted of fraud on the 28th September 2018. To disclose the
information you requested may have prejudiced the investigation and trial
and I am satisfied that this outweighed the public interest in
disclosure.  

Decision

The final decision of this internal review is that it does not uphold your
complaint.
 
Please accept our sincere apologies for the delay in completing this
internal review.
 
If you are not content with the outcome of this Internal Review you have
the right to apply directly to the Information Commissioner's Office for a
