Is now sending out letters, stating that staff will be sent to address without a TV licence, in the middle of a lockdown, can you explain if this safe?

Capita(TVL) have stated that they will be using the TV licence vans to carry out checks. I do not believe that this method is legal, under the right to privacy, family life and GDPR. Can you provide the legal position on collecting information in that way?

What powers to carry of a form of investigation does Capita(TVL) a private limited company.
If this is a criminal offence, why is the crime not reported to the police, who do have the powers to investigate?
