Dear Ministry of Defence,

Jack Melling employed at MOD Porton Down.

Melling was Head of the team (88-92) that developed the experimental vaccine/immunisation programme for our Gulf War troops 1991.

Of course his immunisation programme was No1 suspect for causing the epidemic levels of illnesses in 5 Nations of 36 Nations with over 100 troops that deployed. 1400%+ increase in troop illness between the 5 Nations compared to ti 31 Nations that were not subjected to it.

Research was steered away from looking for/confirming the cause post the year 2000.

In the year 2000 an advisor to Congress advised them to stop wasting time looking for the cause as he believed that it could not be found and that focus should be 100% on treatments.

Congress took the advise and focused on treatments in the following decades.

The consultant that gave this advise, was the same Mr Jack Melling of MOD's Porton Down Dept that developed and subjected experimental vaccine regime to our troops.

1, The obvious data that we would like to see, is how on earth was your employee allowed any where near Congress on this matter? Due to the huge Conflict of Interest breach.

2, Were MOD aware that Melling was marking his own homework at the time? Or is this the 1st data of knowledge to MOD in this foi today? Did MOD place Melling in Congress or did Melling place himself there?

3, What is MOD FOi Dept policy when in receipt of new information that reveals, Corruption, Cover Up, Malfeasance etc etc?

Regards,

Gavin Roberts
