ITTs for London Buses
Dear Transport for London,
Please could you provide me with the most recent Invitation to Tender (ITT) documents for bus routes 32, 107, 114, 251, 288 and 303.
Before considering an exemption under section 43(2) of the FOI Act, please note that as per your 2023-2024 Tendering Programe, the Tender Return dates have elapsed for all routes listed above. Furthermore, I am not looking for the details of bidders, commercial details of submissions, or financially sensitive information including contract pricing. Therefore the provision of this information, in my opinion, will have no detrimental impact on TfL as it has already been offered to and shared with all commercially interested parties.

Thank you for your request received by Transport for London (TfL) on 27
August 2022 asking for information about invitation to tender (ITT)
documentation. I can confirm that we do hold the information you require.
Now the contract awards for 114, 251, 288 & 303 are out of standstill and
all commercial matters resolved the ITT documents for the four routes can
be released and you may find these attached.
However, the issuing of ITTs of routes 32 & 107 has still yet to commence
or is still in progress and, therefore, in accordance with section 43(2)
of the FOI Act is exempt from disclosure in order to preserve the
integrity of live commercial negotiations. The release of material
relating to a live tender process would be likely to adversely affect the
process and, as a result, the ability of TfL to obtain best value for
public money.
The use of this exemption is subject to the public interest test and,
whilst we appreciate the inherent public interest in openness and
transparency, we consider that the balance falls in favour of the
exemption at this time to ensure that we are able to run an effective and
unhindered tender process for the benefit of the travelling public.
It should be noted that all dates on the published Tendering Programme are
only a guide and no more.
Please see the attached information sheet for details of your right to
appeal.
