IT Upgrade (Town Hall Move)

You are proposing to relocate the Town Hall from St Nicholas Street. The main driver from your point of view appears to be cost. You have stated that a £1.7million IT upgrade will be necessary to stay at St Nicholas Street. You have obviously done significant research into the upgrade and I would be like to see a breakdown of the £1.7million IT Upgrade and any associated reasoning for costs involved.
