They have no legal right to obtain any personal information through threats or duress as this is illegal.
Likewise you have no legal or moral obligation to provide them with any personal information such as a telephone number or E-mail address. They do this for one reason only, data collection, they then try to follow any accounts you may set up on social networking sites for example, to gather information about you.

Look at the recent case of the woman claiming benefits and getting married abroad and travelling to Portugal three times in one year, a clear case of fraud. She was caught out when they accessed her Facebook account and got her admitting what she had done. In such cases of fraud these systems are beneficial, but not for random monitoring of people who are honest, which is what happens on a regular basis.
