Under the freedom of information act 2000, I’m writing to obtain the following information:

1) How many employees are working in the council ?
2) What is your annual IT budget ?
3) What is your annual Intranet budget ?
4) What is your current Intranet solution and how long has it been in use ?
5) Do you use Open Source applications, such as Drupal or Wordpress?
6) Who is responsible for managing your Intranet ?
7) Who is responsible for the procurement of your Intranet ?
8) Who is responsible for managing your IT Team ?
9) Do you use any other SaaS (Software as a service) applications ?
10) Who are your main software vendors ?
11) Do you use Azure / Amazon Web Services or Office365 ?
12) Do you have a digital workplace strategy?

Under the Freedom of Information Act 2000, Oldham Council has a duty to
supply any information on request, unless there is an exemption. It is the
Council's policy only to apply the exemptions where there is a genuine
risk of harm or prejudice. In such cases, we will still provide
information if it is in the public interest to do so.

Unity Partnership is the Council’s service delivery partner and the
provision of ICT services is part of this contract.

Unity Partnership hold the commercial relationship with providers and the
information you seek is exempt under the Freedom of Information Act 2000.
Under the terms of the contract with the Unity Partnership we are unable
to provide the details requested as this is deemed commercially sensitive
in our agreement. Consequently this information is withheld under Freedom
of Information Act 2000 Section 43, in that the disclosure would prejudice
the commercial interests on the Unity Partnership in that it would provide
details relating to the provision of costs and services.

For context, the council's ICT is provided and managed by our Strategic
Partnership with the Unity Partnership which commenced in May 2007.  The
principles around commercial confidentiality apply to the disclosure of
any contractual information relating to sub-contracts held by the Unity
Partnership. Disclosure of details around service, costs and other
contractual terms could place suppliers of the Unity Partnership at a
competitive disadvantage and indeed could constitute a breach of their
contractual terms with them.
Furthermore it would not be in the public interest to disclose this
information because, whilst disclosure might serve the public interest in
leading to greater openness about public spending and the delivery of
services, it would not be in the public interest should our partner be
disadvantaged in the marketplace with entering into negotiations with
ourselves or others.
