1. How many desktops/laptops/ tablets & displays are deployed by the
Council?
2. In reply to question 1 which department /facility are those located?
3. What brand and models do you currently use?
4. How much did you pay for each laptop, desktop, tablet and display
product?
5. What year and month is the next hardware refresh due?
6. Do you normally purchase equipment and services or as a capital?
7. Who is responsible for purchasing end user devices such as laptops,
desktops, tablet, display and accessories?
8. Please list and provide contact details for the IT senior management
team?
9. Please name all of the IT re-sellers that you work with and buy
from, as well as the frameworks that you use for the release of any
tenders etc

The Council has made an initial assessment of your request for details of
the authorities IT hardware.  The Council’s ICT function is provided by
LGSS.  The Council does not have an ICT department.  All hardware and
software is procured and delivered by LGSS.

This register is now updated county wide through LGSS. You will need to
download the entire register and then filter by Council to identify the
contracts over £25,000 relating to this Council.

The Council cannot see any public accountability or transparency arguments
as detailed in Judge Wikeley’s Upper Tribunal ruling that enables it to
fully consider the public interest arguments for disclosing information
relating to your request.

Judge Wikeley indicates in para 35 & 38 that improper use of FOIA [such as
no public interest] is a valid consideration to make when considering if a
request is vexatious.  Public interest arguments include, but are not
limited to…

 

o accountability of spending of public money
o accountability for the actions of the corporate body
o policies and policy direction
o transparency of open government
o value for money
o performance of the Council
o assets held or owned on behalf of the local community

 

The public interest test is not limited to this list however to assess if
information should be placed into the public domain by releasing it under
FOI, information should at least in some part be able to be considered
against at least one of these criteria. And of course information has to
actually be held in the first place before it can be considered for
disclosure.

 

I have therefore placed your request on hold so that you can

a) Specify the information held that you wish the Council to consider for
release

b) Elaborate on how the release of the information would promote public
accountability and transparency in local government so that I can review
the public interest.

 

Of course a public body is not always aware of some wider public interests
in a particular area in respect of some requests. If you disagree with the
Council's initial assessment of your request please restate the
information that you wish to be considered for disclosure and, as there
does not appear to be any clear public purpose, why you consider
publication through FOI is in the public interest as opposed to a purely
commercial purpose.
