Thank you for your request which was received by West Leicestershire Clinical Commissioning Group
(WLCCG) on Tuesday 4th December 2018, for information under the Freedom of Information Act
2000.
Please find below your questions for ease of reference (in italics) and the organisation’s response.
Question 1: Please supply a copy of the CCG’s latest IT/IM&T/Digital Strategy?
Response to Q1: The Leicester, Leicestershire and Rutland (LLR) IM&T community, which includes
East Leicestershire and Rutland CCG (ELRCCG), Leicester City CCG (LCCCG) and WLCCG, have
developed the LLR Local Digital Roadmap (LDR). This is the LLR IM&T strategy covering the period
2016 -2021. The strategy is published on the Better Care Together website and can be accessed at
http://www.bettercareleicester.nhs.uk/EasysiteWeb/getresource.axd?AssetID=48200. Question 2: Does the CCG work within a shared services agreement with surrounding Trusts or
CCGs?
Response to Q2: Yes.
Question 3: Does the CCG outsource any of their IT Infrastructure services?
Response to Q3: Yes.
Question 4: If yes to Question 3, please confirm who provides your IT services and the contract
dates?
Response to Q4: Leicestershire Health Informatics Service (LHIS) are contracted to provide IT
services until March 2021.
Question 5: Who is the CCG’s current Chief Clinical Information Officer?
Chair: Professor Mayur Lakhani
Response to Q5: The CCG does not have a Chief Clinical Information Officer. The CCG’s IM&T
Clinical Portfolio Lead is Dr Nick Pulman who is also a member of our Governing Body.
Question 6: Who is the CCG’s current CIO/ IT Director?
Response to Q6: Tim Sacks, Chief Operating Officer at ELRCCG, is the IM&T Senior Responsible
Officer for all LLR CCGs.
Question 7: Which member of the board is responsible for IT?
Response to Q7: Dr Nick Pulman is the CCG’s IM&T Clinical Portfolio Lead and Ian Potter is the
IM&T Executive Lead.
Question 8: Please provide an organisation chart for your IM&T department?
Response to Q8: As a commissioning organisation, CCGs commission the majority of their IM&T
services and therefore do not have their own IT departments. The LDR strategy includes a structure
chart of LLR IM&T governance arrangements which includes CCG representation.
Question 9: Which member of the CCG is the SRO for the STP engagements?
Response to Q9: Please see the response to question 6.
Question 10: What proportion of the CCG IM&T Department is made up of interim staff and
permanent staff? Response to Q10: Please see the response to question 8. Staff that have IM&T responsibilities within
their roles are permanent members of staff.
Question 11: Is the CCG looking to migrate to the cloud in the next 2 years?
Response to Q11: No.
Question 12: Are the Trust considering their options of outsourcing their IT Services in the next 3
years?
