We're waiting for Gemma Andrews to read recent responses and update the status.

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.
Consequently I require the organisation’s to provide me with the following contract information relating to the following corporate software/enterprise applications:

a. Enterprise Resource Planning Software Solution (ERP) -this is the organisation’s main ERP system and may include service support, maintenance and upgrades.
b. Customer Relationship Management (CRM) Solution-this is the organisation’s main CRM system and may include service support, maintenance and upgrades. Example of CRM systems the organisation may use could include Microsoft Dynamics, Front Office, Lagan CRM, Firmstep
c. Human Resources (HR) and Payroll Software Solution-this is the organisation’s main HR/payroll system and may include service support, maintenance and upgrades. In some cases the HR contract maybe separate to the payroll contract please provide both types of contracts. Example of HR/Payroll systems the organisation may use could include iTrent, Resourcelink,
d. The organisation’s primary corporate Finance Software Solution-this is the organisation’s main finance system and may include service support, maintenance and upgrades. Example of finance systems the organisation may use could include E-Business suite, Agresso (Unit4), eFinancials, Integra, SAP
In some cases you may come across contracts that provides service support maintenance and upgrades separate to the main software contract, please also provide this information in the response following the requested data below.
For each of the categories above can you please provide me with the relevant contract information listed below:

2. Software Supplier: Can you please provide me with the software provider for each contract?
3. Software Brand: Can you please provide me with the actual name of the software. Please do not provide me with the supplier name again please provide me with the actual software name.
4. Contract Description: Please do not just state two to three words can you please provide me detail information about this contract and please state if upgrade, maintenance and support is included.
Please also include any modules included within the contract as this will support the categories you have selected in question 1.

6. Annual Spend: What is the annual average spend for each contract?

Dear requestor

Thank you for your request for information under the Freedom of Information (Scotland) Act 2002 (the “Act”). This was received by the University on the 8th of October 2021.

It is unclear from your message who is making the request for information, as the name at the end of the message does not match the email address of the sender. In Glasgow City Council and Dundee City Council v Scottish Information Commissioner [2009] CSIH 73, the Court of Sessions ruled an application to be invalid on the grounds that the ‘true applicant’ had not been stated. Please could you clarify the identity of the applicant? We also note that an identical request (attached) has been sent but with a different email address used.

Please note, your request will not be processed further until we hear from you.

Your right to seek a review:

if you are dissatisfied with the way in which the University has dealt with your request, you have the right to ask us to review our actions and decisions. Dear Gemma Andrews

I refer to previous correspondence regarding your information request which is ‘on hold’ and the advice previously sent to you about the clarification requested, in respect of which the University has not received a reply.

Under section 1(3) of FOISA, a public authority is not obliged to give the requested information until it has received the clarification sought. Similarly, under regulation 10(4)(c) of the Environmental Information (Scotland) Regulations 2004, the request may be refused if it is formulated in too general a matter and the public authority has complied with its duty to provide advice and assistance.

In terms of the Scottish Ministers’ Code of Practice on the Discharge of Functions by Scottish Public Authorities under the Freedom of Information (Scotland) Act 2002 and the Environmental Information (Scotland) Regulations 2004, this is a reminder that until you have provided the clarification previously requested, the University is unable to progress your information request any further and that in the absence of this, in due course it will be closed.

The Code of Practice referred to above provides that:

“The statutory 20 working-day deadline for responding to a request will not start until clarification has then been received from the applicant.” [at para. 5.4.1]

If we have not received clarification from you within 40 working days of its being requested, your request will be considered to be closed: this is in terms of para. 5.5.3 of the Code of Practice mentioned above. If clarification has been received, but the information still cannot be identified and located, the University is not obliged to proceed with the request [at para. 5.5.1].
