Since the employment of kingdom security and in realtion to FPNs to date how many have been appealed on the grounds of been issued to a vulnerable person:

What was the out come of these appeals.

If cancelled at what stage of the process.

What steps are taken to avoid a vulnerable person been repeatedly targeted and issued with FPN

Have there been any requests for “no go” areas and if so have the requests have been met.

I write in relation to your request where you have asked for the
following:

Since the employment of kingdom security and in relation to FPNs to date
how many have been appealed on the grounds of been issued to a vulnerable
person:

Kingdom would have to search 7000+ records manually to determine if/what
tickets had been issued to a vulnerable person. This would exceed time
compliance of the act as below.

Section 12

12. — (1) Section 1(1) does not oblige a public authority to comply with a
request for information if the authority estimates that the cost of
complying with the request would exceed the appropriate limit.

The public interest in local government’s transparency and accountability
is important for the Council to be seen to be open and accountable in
order to ensure public confidence. However, despite the strength of the
argument, we believe they are outweighed by the public interest in
maintaining the exception:

· The burden in complying with the request is excessive in terms of staff
time and cost, and would disrupt the provision of frontline services to
the public.

The Act recognises how freedom of information requests place demand on
resources of a public authority and should not be allowed to cause a drain
on time, and finances to the extent that they negatively affect your
normal public functions.

What steps are taken to avoid a vulnerable person been repeatedly targeted
and issued with FPN

People are not targeted they are only approached if witnessed committing
an offence, as vulnerability is not something that can always be
established based on appearance or through a conversation.

If someone is issued with a FPN there is a process that can be followed to
put in a representation with evidence based on their vulnerability.

Upon request there have been meetings with member of staff from Citizens
Advice Bureau as well as a local hostel to give advice on how FPN’s are
issued and the representation process.

If approached by anyone acting in the capacity of a care giver or support
worker for a vulnerable person advice will be given upon authorisation to
act on their behalf.

Have there been any requests for “no go” areas and if so have the requests
have been met.

There are no, no go areas in respect of council owned land open to the
public.
