Issuing of a European Arrest Warrant

Judicial Conduct Investigations Office did not have the information requested.

Dear Judicial Conduct Investigations Office,

Could you please let me know who is responsible for issuing a EAW to extradite a British citizen
from a EU country, back to the UK. Assuming the arrested person is held in custody by the country they are being extradited from, prior to extradition who is responsible for checking that the prison they are held in conforms to Humanitarian conditions.
