ISP customer threshold for Digital Economy Act blocking obligations

Dear Department for Digital, Culture, Media and Sport,

Under s23 Digital Economy Act 2017, the age verification regulator, the British Board of Film Classification, is empowered to issue administrative blocking injunctions against Internet Service Providers in respect of non-compliant sites.

I should be grateful if you could provide any information held, in particular by way of reports from the BBFC or notes from meetings with the BBFC (e.g. between ISPs / the Internet Service Providers' Association and the BBFC), in respect of:

- identification of ISPs expected to be in the scope of these orders; and
- any threshold based on number of subscribers.
