Is Shetland part of Scotland?

Dear Scottish Government,

We are having difficulty finding proof that Shetland is part of Scotland.
According to The Laws of Scotland, Stair Memorial Encyclopaedia, Vol.18(42), "The Crown's sovereignty over Scotland and its dominium eminens, its ultimate tenurial superiority, are the same thing, are identical concepts”.
At Volume 18(47) it states that "The dominium eminens or ultimate superiority of the Crown is allodial, because not held of a higher lord, except of God".
We want to know:
1) Do you accept The Laws of Scotland, Stair Memorial Encyclopaedia as a binding authority? and
2) Are we correct in thinking that the Crown's sovereignty is the same as its allodial ownership?
3) Are we correct in thinking that, for the Crown to have sovereignty in Shetland, it must have allodial ownership of Shetland?
4) If we are correct at 2) and 3) above, do you have proof that the Crown holds the allodial title of Shetland?

We do not wish to be difficult, but the link you give is not the legislation. The legislation states:

8 Requesting information

(1)Any reference in this Act to “requesting” information is a reference to making a request which—
(a)is in writing or in another form which, by reason of its having some permanency, is capable of being used for subsequent reference (as, for example, a recording made on audio or video tape);

(b)states the name of the applicant and an address for correspondence

There is no requirement under the legislation for the requester to be a specific man or woman. According to Schedule 1 of the Interpretation Act 1978, we are a person. As that person, we make our request.

The English version of the Act is specific that a request may be made in the name of a company or organisation. We believe we would be discriminated against if the same rights were not applied throughout the UK.

We are an unincorporated association, a person capable of suing and being sued. Our full name is The Sovereign Nation of Shetland. Kindly deal with our request in that name.
