Is living costs sent monthly by parents abroad to unemployed student daughter (19) taxable ?

Response to this request is long overdue. By law, under all circumstances, HM Revenue and Customs should have responded by now (details). You can complain by requesting an internal review.

Dear HM Revenue and Customs,

If, while living in the Middle East, I send monthly amounts to my daughter (19) in the UK to cover rent, food etc, will these monthly amounts be tax-deductible from her as income in the normal way ? She is British and intends to study at college with a job placement, however, it is proving impossible get said placement (necessary for college) without a driving licence. Therefore she has now switched to an online correspondence course and is learning to drive. Please advise.
